After completing two initial drafts dated 1671, Locke took up the manuscript again in 1683/84 in Holland and a complete draft was finished in 1686. Shortly thereafter, he signed an agreement with Thomas Bassett to publish the book, which duly appeared in December 1689 (although the publisher gave the date “1690” on the title page). -
