For Stalin's work in the October Revolution he was given this position. This gave him some power as he now had control over millions of non-Russians living under the Trsar. -

Lenin passes away after being incapacitated by a series of strokes. -

This gives Stalin absolute control over the Soviet Union. He then proceeds to fill his government with people loyal to him. -
