Declaring that all slaves in rebellious states are free of bondage, the president signed and issued a final Emancipation Proclamation. This gives the slaves a reason to rebel against the South (which is good for the North).

This law places liabilty on all male citizens between the ages of 20 and 45. This will give the North more reinforcements.
