This is how policing came to America. While there were more discoveries of America the distance from Europe made it hard for the people to bring their law enforcement knowledge. More colonists to the "New World" help with reminders in agency policing and methods of punishments and was almost as they “brought the law in their baggage". This went along with how churches were heavily involved with crime control and managed a lot of public punishments as a way to ensure the consequences.

Acceptance of this act took time but it was then realized that it brought reduction in crime and a new urban policy globally. The creation of a police force called "Bobbies" who's main focus was police integrity, impartiality and assistance to the public. They were civilians as everyone else. Adapted with the Act of the Metropolitan Police, the New York City formed their first department. It started with 16 officers who patrolled during daylight and expanded up to 800 officers with night watch. Then came the creation of stations and local courts. At last the formation of the NYC Police Department. Other large cities followed by example. This was powerful for history because the fear for the self-governed America that was filled with violence, riots and conflict was mended.

Reverend Charles Parkhurst claimed the police had only one goal of making fortune and encouraged crime. Parkhurst reinforced Theodore Roosevelt to Commissioner of the NYPD. He challenged the disciplinary rules and challenged the officer's moral characters. Without actually changing a lot, the people realized that there were inefficient parts of the police department system. After that there were all kinds of historians that stepped up making claims of challenges and solutions. History shifted.

After all the years of challenging for reforms, August Vollmer was promoted to Chief in Berkeley, California where he perceived policing as a public service. Vollmer called for reforms like collabs with businesses to prevent crime. There was more of a professional stature for police, when Vollmer increased size of the force, put officers on bikes/motorcycles, adopted fingerprinting technology, and created the first Police School. He was the foremost presence in America’s police reform movement.

The report of the President's Commission on Law Enforcement and Administration of Justice, where the law enforcement in the United States was studied. Like challenges like discriminatory police practices and federal support in national crime policy. The power came from focusing on root causes of crime and emphasis on training and community policing. The formation of the Omnibus Crime Control and Safe Streets Act (1968) occurred. This placed the groundwork for grappling crime at national level.

Before the Community Era (1970's-2001), Orlando Winfield, chief in Wichita Kansas (1939) imposed strong controls over corruption and brutality he fired 20% of police officers. His statement became a template for the code of the International Association of Chiefs of Police. After his resignation, his influential works reformed the police departments around the world. Him aside others shaped a development. Even after many reforms in specific conflicts, brutality was still an ongoing conflict.

The terrorist attack was a restructuring event for police agencies. There was developments for the usage of vigilance. Then on the law enforcement followed a militaristic style. The antiterrorist responsibilities grew upon police departments. There was a deeper formation in the strictness of certain measurements needed to be taken for the safety of a department's land.

This Era started after 2001. Includes reformations like the Texas Rangers (2009), the first state level police agency, they served to maintain order and uphold law enforcement across the state. Texas created the Department of Public Safety (1935). Many states followed with their own level of state-based police agencies. George Washington appointed the first 13 U.S Marshals since 1798 but throughout this Era there have been advancements. The Federal Bureau of Investigation was also created(1908).
